Air Raid Wardens were volunteers who helped their local community during air raids. They were trained in first aid and basic fire-fighting and their duties included patrolling the streets during air raids as well and blackout (to check there was no light visible). Wardens were often men who were ineligible for active service due to age or illness or women seeking active work on the home front. This sign was part of the equipment assigned to each volunteer.
